Yes... we can finally have good charms in a legal way
Thanks to title update 3 and the new "Aurora Melding" it is now possible to get REALLY good charm without cheating for every skills. Those charms will be included in the set search.
No... maxed out charms are still impossible to obtain and 1 skill max 3-1-1 / 4-0-0 are still EXTREMELY rare; but you can preatty much obtain 1 skill max 3-1 / 3-2 (depending on the skill tier) with a few rolls.
